Artweaver is a free graphic editor with a pleasant interface and a lot of useful functions. You can edit images in layers and format them to your liking. It incorporates a host of different brushes helping you imitate virtually any effect. For instance, you can sketch with chalk or charcoal, while enjoying standard editing tools such as the pipette. A nice feature of the program is the ability to add plugins to increase program functionality. A lot of plugins can be found for download on the official website. It needs to be said though that Artweaver is not a full substitute for professional studios but rather is an excellent application to use at home and thus avoid the need to buy the more costly professional packages.
